Org. Setting and Reporting

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States.

This position is located in the United Nations Office of Counter-Terrorism (UNOCT) within the United Nations Counter-Terrorism Centre (UNCCT). The Programme Manager will report to the Chief of the UNCCT Capacity Building Unit. The focus of the post is to support the implementation of a new UNOCT/UNCCT-led project implemented with its partners and to support Member States with the development, implementation and evaluation of the project related to counter-terrorism and the prevention of violent extremism, including in prison settings.

Responsibilities

Participates in the development, implementation and evaluation of assigned programmes/projects related to counter-terrorism and the prevention of violent extremism, including in prison settings; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops on counter-terrorism and the prevention of violent extremism, including in prison settings, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

Researches, analyzes and presents information gathered from diverse sources on counter-terrorism and the prevention of violent extremism, including in prison settings.

Keeps abreast of new developments related to the management of violent extremist prisoners and radicalization to violence, and current approaches for disengaging individuals from violence, including in prison settings.

Assists in policy development on the management, rehabilitation and reintegration of violent extremist prisoners more broadly, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on topics/activities related to counter-terrorism and the prevention of violent extremism, including in prison settings.

Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Performs other duties as required.

Competencies

Professionalism: Knowledge and understanding of theories, concepts, practices and approaches relevant to counter-terrorism and the prevention of violent extremism. Knowledge of the major components of prison management and corresponding practical challenges, as well as of issues surrounding radicalization to violence and current approaches for disengaging individuals from violence, including in prison settings. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education

Advanced university degree (Master’s degree or equivalent degree) in law, human rights, international relations, political science, development management, management or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of two years of experience in the delivery of projects on counter-terrorism or prevention of violent extremism is required. Experience in providing technical assistance in prison/penal reform in the areas of management, rehabilitation and reintegration of violent extremist prisoners is required. Experience in providing advice and guidance to government officials in the context of conflict prevention or peace building is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This is an extra-budgetary position. Appointment against this position is for an initial period of one year. Assignment and renewal there of are subject to the availability of the post or funds and budgetary approval.
